MINUTES OF LLANGWM COMMUNITY COUNCIL

EXTRAORDINARY MEETING

TUESDAY 18^th AUGUST 2015 AT THE PARISH HALL, LLANGWM

COUNCILLORS PRESENT: Cllr Michael Foster (Chair), Cllr. Bob Trigg, Cllr David Williams,

Cllr. Lyn Bennett, Cllr. Colin Evans

IN ATTENDANCE: Shirley Hughes, Clerk

1. APOLOGIES

Apologies for absence were received from Cllr Peter Gough and Cllr Gwyn Rowlands.

2.   TO REVIEW ACCOUNTS FOR 2014/2015 END OF YEAR

The Clerk apologised to Councillors for the lateness in the preparation of the accounts, but circumstances were out of her hands due to not being able to access the Bank Account Statements, and this had not been resolved until late July.

After questions, it was proposed by Cllr Colin Evans and seconded by Cllr Bob Trigg that the Accounts for 2014/2015 be adopted.

3.    TO CONFIRM THE RECONCILIATION OF THE COUNCIL’S BANK ACCOUNTS

It was explained that the Clerk had been shown a new way of setting out the accounts by the Internal Auditor, and systems were now in place.

MCC Internal Audit Section have arranged a Financial Training free training seminar for 14^th September, and the Clerk informed Cllrs that she had booked a place on the Course.

4.      INTERNAL & EXTERNAL AUDITS

         To receive an update on the Internal Audit by Mrs Beverly Cawley and approve the forwarding of   

         Sections 1, 2 & 4 of the Annual Return for the year ended 31st March 2014 to the External Auditors’

         (Mazars)

  Resolved: To approve the Annual Return, sign and forward to the external auditor.

It was proposed that the Report from the Internal Auditor be put on the Agenda for the September Meeting and that a review of Clerks hours be discussed.

No objections, recommend approval
