MINUTES OF LLANGWM COMMUNITY COUNCIL

TUESDAY 15 JULY 2014 AT THE PARISH HALL, LLANGWM

 

COUNCILLORS PRESENT:  Cllr. Bob Trigg (Chair), Cllr. Lyn Bennett, Cllr David Williams,

1)      OPEN SESSION

 

Mr Hurst explained that he had come to talk about proposed plans for Bay Tree Cottage at Llansoy.  Mr Hurst presented a model and explained the development.  Councillors confirmed that they would look at the plans as part of the planning consultation process, in the usual way.  Mr Hurst left the meeting.

 

2)      CONFIRMATION OF MINUTES OF THE LAST MEETING

 

Minutes from the meeting of 20 May 2014 were agreed and signed by BT and CM.

 

3)         MATTERS ARISING

 

3.1              Highways Issues sent in April – Reply received 12 Jun.  Councillors requested that the following points are carried over to the next list:

3.1.1        Street lights at Llangwm

3.1.2        Hedges at Nant y Bwythn, Chapel Road

3.1.3        Flooding and poor drainage at various places

3.2              New highways issues:

3.2.1        George’s delight 66.3 – verge cutting is poor and not done in places.  Verge markers have been pushed over and the grit bin smashed - we suspect this was damage from the cutting.

3.2.2        Pollinator policy of not cutting all verges – we have noticed some problems for cyclists and pedestrians having to go into the middle of the road where there is over hang.  Request that this feedback is put to the scrutiny committee reviewing the pollinator policy.

3.3              Footpath closure 36 and 96 –Clerk followed up previous email to Ruth Rourke on 6 July following previous email of 22 April.  To date no reply received.  County Councillor asked for a copy to be sent to him.

3.4              Bridge Inn – PG reported that there had been no further communication with the owner.

3.5              Consultation on CC website access – response required by 4 August.  Councillors agreed to not respond to the consultation.

5) CORRESPONDENCE

 

Decision

5.1              MCC – Letter regarding reducing street lighting at night. Councillors requested that clerk obtains a copy of the map referred to but not enclosed with the letter.

5.2              Draft financial regulations to be considered by the council – presented by OVW. Councillors requested copy is put in blue box for circulation and discussion at next meeting.

5.3              Response from OVW regarding the review of boundaries following an enquiry of MCC. Copy put in blue box for review by councillors.

5.4              ICO - Data protection Good Practice Note – copy in blue box.

6) PLANNING

 

6.1              Plans Approved by MCC

6.1.1        DC/2014/00562 Installation of large capacity slurry tank, Trevine Farm, Llangwm

6.2              Enforcement lists – The Stables, Mill Meadow – response from MCC that have requested a retrospective planning application from the residents.  Clerk to contact enforcement and request that they ensure the planning application is sent to LCC when it is available.

6.3              DC/2014/00557 – Demolition of existing garage and erection of new garage and store, Court Robin House, Court Robin Lane Llangwm.  No objections. Recommend approval.

 

7) COUNTY COUNCILLOR’S REPORT

 

County Councillor reported the following:

 

William’s Commission – the WAG has responded to this and it seems that nothing is likely to happen unless 2 authorities or more voluntarily amalgamate.  The 2017 elections are likely to go ahead with MCC as it is and MCC will probably exist until 2020.

MCC is intending to rebuild the 4 high schools in the county.  First phase is Monmouth and Caldicot which will start at the end of this year.

MCC is aiming to bring services in Usk into one building with the library, adult education and youth services.

There are proposals for car parking in Usk, one of which is to offer Usk Town Council the opportunity to buy and run the car park.

 

8) WARD REPORTS

 

LB – received a sample power cut emergency box from Western Power – will make it available at the village hall for residents to view.
