TUESDAY 20 MAY 2014 AT THE PARISH HALL, LLANGWM

1)      OPEN SESSION

 

PCSO Parker sent apologies and the police report, summarised at the end of the minutes. 

 

2)      CONFIRMATION OF MINUTES OF THE LAST MEETING

 

Minutes from meetings of 18 March 2014 were agreed and signed by BT and CM.

 

3)         MATTERS ARISING

 

3.1              Highways Issues sent in April - no response received yet.  Clerk to forward list again to MCC for a progress report.

3.2              Footpath closure 36 and 96 – Have had a response from Shaun Pritchard at MCC that the issue with the footpath has been forwarded to Ruth Rourke but no response received yet.  Clerk to follow up for response. 

3.3              Changes to Electoral districts –No further response - awaiting end of consultation phase. CC Greenland informed the meeting that there was a commission being set up to look at the issue and report by 2016 so unlikely to happen before 2019 with principle councils although timescale for community councils may be different.

3.4              Bridge Inn – PG reported that there had been no further communication with the owner.

Invoice – Zurich Insurance for 2014/5, £286.87, cheque no. 100607

4.2       Insurance renewal.  Zurich policy has increased by £1.33.  Meeting agreed to renew insurance at £286.87 for one year cover from 1 June 2014.

4.3       Annual return documentation was completed and signed by clerk and chair.  Clerk to forward to Mazars.

 

5) CORRESPONDENCE

 

Decision

5.1              GAVO – Volunteer awards request for sponsorship. No action.

5.2              SLCC – Wales conference 4 June. No action

5.3              Email from ‘Local Works’ requesting support for Sevenoaks Town Council’s proposal to the government regarding business rates. No action – not relevant in Wales.

5.4              MCC – Emergency contacts directory.  Agreed to keep the contacts the same (CM and GR). Clerk to inform MCC.

5.5              Independent remuneration panel for Wales survey.  Completed and clerk to forward

5.6              Survey of war memorials by Armed Forces champion.  Clerk to email the form to all councillors to complete.

6) PLANNING

 

6.1              Plans Approved by MCC

6.1.1        DC/2014/00444 - Replace existing garage with a carport and construct a new garage, Ty Coch Llangwm Usk Monmouthshire NP15 1HD

6.2              DC/2014/00562 –Installation of large capacity slurry tank Trevine Farm Llangwm.  Cllr L Bennett declared an interest and absented himself from the discussion.  No objections, recommend approval.

6.3              Enforcement lists for April – The Stables, Mill Meadow.

 

7) COUNTY COUNCILLOR’S REPORT

 

County Councillor reported that the LDP had now been passed and is being enforced such that all plans approved now have to be considered in the context of the LDP.  BT asked about the forthcoming NATO summit.  CC Greenland explained that work was ongoing and the summit would have a huge impact as it was the largest security exercise ever in Wales.

 

8) WARD REPORTS

 

MF –Reported that the crossing in Usk is dangerous as it is not easy for the traffic to see it as the beacons are not lit.

BT – Reminded the councillors that the best kept village judging would be starting in June.

Llangwm and Llansoy incidents between 18th March 2014 and 19th May 2014

 

27/04 – A suspicious looking white Corsa van was seen on the road between Chepstow and Llangwm.  Observations passed, but area search negative

22/03 – A large branch was reported to be hanging over the B4235.  Council informed.
