MINUTES OF LLANGWM COMMUNITY COUNCIL
TUESDAY 21 MAY 2013 AT THE PARISH HALL, LLANGWM
COUNCILLORS PRESENT: Cllr. Bob Trigg (Chair), Cllr. Lyn Bennett, Cllr David Williams, Cllr. Colin Evans, Cllr Gwyn Rowlands, County Councillor Bob Greenland, Cllr Mike Foster

APOLOGIES: PC Thorpe, Cllr Peter Gough
1) OPEN SESSION
PCSO Jones went through the recent incidents – see end of minutes. He also distributed OWL leaflets. Cllr Foster reported that a resident had not been getting the neighbourhood watch emails and PCSO Jones said he would look into it.
2) CONFIRMATION OF MINUTES OF THE LAST MEETING
Minutes from meeting of 19 March 2013 were agreed and signed by DW and CM.
3) MATTERS ARISING
3.1 Highways
Reply to the highways forms sent 2 February and 10 April - was read out by the chair. Cllrs then added the following new issues to be reported;
3.1.1 BT reported that the grit bin was not in place at Pentwyn Farm – outstanding from 2/2/13 form. The following were also outstanding:
1.
Nant y March Lane (63.3) is
covered in debris and needs clearing
2. 60.2 – layby between Llansoy and Llangwm is silted up and holding water on the road, north of Hill View.
3. New Highways Issues to report:
1. Llansoy cross roads to the Glider Club is very poor and needs repair.
2. Llansoy – sign by the crossroads still needs repair – sign by Bush Farm
3. Brown and White tourism sign required for St Jerome’s Church medieval screen to replace existing wooden sign.
3.1.2 LB asked CC Greenland about how the £1.8 million for highways from WAG was spent. CC Greenland replied that there had been a lot of landslips in the county that were repaired, maintenance of bridges such as The Chain Bridge.
3.1.3 Phil Jones at MCC has enquired why the minutes are not on website. LB reported that they were only put on when approved and the March ones would be put on shortly.
3.1.4 Hedge Opposite the Village Hall in Llangwm is overgrown and potentially hazardous. LB to forward details of owner to clerk for a letter to be written.
3.1.5 Baptist Chapel has asked if they can put up a directional sign on the bus shelter owned by LCC. Agreed that this was approved and LB will inform them
3.1.6 The Bridge Inn is in very poor repair and ruining the aesthetic of Llangwm. A wall has collapsed and there are slates off the roof. Clerk to include this on the highways form as it may be undermining the highway.
4) FINANCE

4.1 Agreed for payment by the meeting and signed by DW and CE:

MCC- Clerks salary Jan, Feb Mar 2013 incl. VAT and admin fee, £262.62 cheque no. 100582

4.2 Authorisation of clerk’s salary for 2013 to 2014 - Salary set according to NALC/SLCC guidelines published September 2009, by One Voice Wales. Scale LC1 for part time clerks - Spinal Column point 17 (3rd year of service), set at £8.747 per hour. Two hours per week plus pro rata 21 days per annum = £988.41 per annum or £82.37 per month.
Mileage at 60.1p per mile up to 8,500 miles per annum
The holiday entitlement for the year is 21 days per year pro rata and has been rolled into the monthly figure.
4.3 Quotes for insurance for 2013/14 - Three quotes (see end of minutes for comparison). Councillors selected Zurich and clerk will respond.
5) CORRESPONDENCE

5.1 MCC Waste prevention and recycling changes- CC Greenland provided further details. File correspondence.
5.2 Dwr Cymru notice to residents re. Pumping stations – LB to put poster on notice board.
5.3 MCC – funding for community council’s websites – See CC Greenland’s comments below.

6) PLANNING
6.1 Plans approved by MCC - DC/2012/00954 Replacement of extant planning permission for conversion of building to dwelling, New House Farm Llangwm
6.2 Plans refused by MCC – none
6.3 DC\2013\00286 – Stables and feed store at The Laurel’s Llansoy. No objections recommend approval.
6.4 Enforcement cases for March – Berth Grwyn Llansoy, no compliance with approved plans
7) COUNTY COUNCILLORS REPORT
Reported that the ICT programme board has met and are building a portal for all community councils to have their own websites.
CC Greenland unable to report on MCC procedure in respect of delegated planning decisions. This will be followed up at the next meeting.
8) WARD REPORTS
No reports further to highways issues raised above.

Police Report
10/04 – Shed break at a property in Llansoy , security light covered and door forced. Items taken from inside including a hedge trimmer.
A couple of other sheds were “tampered” with that night, but it would appear only one had property stolen from it.
