MINUTES OF LLANGWM COMMUNITY COUNCIL
TUESDAY 19 MARCH 2013 AT THE PARISH HALL, LLANGWM
COUNCILLORS PRESENT: Cllr Bob Trigg, Cllr Lyn Bennett, Cllr David Williams (Chair), Cllr Colin Evans, Cllr Peter Gough, Cllr Mike Foster

1) OPEN SESSION
PCSO Jones went through the recent incidents – see end of minutes.
Cllr Gough introduced Andy Williams who proceeded to explain how he had been part of the setting up of BiGDig which has successfully secured funding and the installation of broadband in Devauden and surrounding area. He explained that there were two options that Llangwm could follow; 1. Could achieve a small increase by 1-1.5 megabits by using the existing exchange or 2. Could invest in equipment and infrastructure for Llangwm e.g. a wireless transmitter from Devauden but this would need investment and commitment from people in the area. It was agreed that Cllr Gough would test interest to see if it would be viable. Cllr A Williams will forward further documentation. Chair thanked Cllr A Williams who then left the meeting.
2) CONFIRMATION OF MINUTES OF THE LAST MEETING
Minutes from meeting of 15 January 2013 were agreed and signed by DW and CM.
3) MATTERS ARISING
3.1 Highways
Reply to the highways form received 16 January was read out by the chair. Cllrs then added the following new issues to be reported;
1. Ground opposite Cefn Buchan Farm House that there is water rising within the gateway & flowing down the road towards Llangwm village. It appears that the out fall for this drainage system is covered over in the ditch opposite Cefn Buchan's entrance.
2. Water ponding on the carriageway between Carna Cottage & the length of the C63-1 to its junction with the C212-2.It appears that there is 1 partially covered gully & 1 gully whose out fall appears blocked surcharging it's water towards the Carna Cottage
3. The Bridge Inn ph & Pentre Farm (Llangwm village) there are several gullies that are covered with debris that need clearing out.
4. George’s Delight to Gaer Llwyd – are a lot of pot holes and the road requires sweeping.
5. Bridge Inn to St John’s Church – is a lot of dog fouling in the verges so would it be possible to have signs put up. LCC is prepared to pay for and erect them.
3.2 Update to electoral register for GR – pass on at next meeting.
3.3 Cllr Bennett explained the Independent Remuneration Panel for Wales has published latest guidance for councillor remuneration. Cllr Bennett proposed the guidance is adopted with the exception of the £100 for councillors expenses per year for telephone/internet etc. Seconded by Cllr Gough and all in favour. The Guidance is adopted.
3.4 The Bridge Inn is in very poor repair and ruining the aesthetic of Llangwm. A wall has collapsed and there are slates off the roof. Cllr Gough will contact the owner with these concerns.
3.5 Agreed to engage green grafter for the grass cutting in the village at the same rates as last year. Clerk to instruct Green Grafter via email.
3.6 Cllr Gough reported that he still has heard nothing from Welsh Water regarding work in the village.
4) FINANCE
Balance at 27/2/13 - Barclays account £1930.60, Monmouthshire Building Society £2302.70
4.1 Agreed for payment by the meeting and signed by DW and GR;

4.2 Precept notification received from MCC of £2700 for 2013/14 as requested.
4.4 Clerk informed meeting that would be seeking quotes for insurance to present at the next meeting.

6) PLANNING
6.1 Plans approved by MCC - DC/2012/0385 – Installation of solar PV panels on agricultural building,
6.2 Plans refused by MCC – none
6.3 No new plans received.
7) COUNTY COUNCILLORS REPORT
CC Greenland not in attendance, so no report on MCC procedure in respect of delegated planning decisions. This will be followed up at the next meeting.
8) WARD REPORTS
No reports further to highways issues raised above.

Police Report
Llangwm and Llansoy incidents between 11th January and 18th March 2013.
11/1/13 – report of a white van driving in an inconsiderate manner after pulling out in front of a cyclist on the B4235 near Llangwm . driver was traced and suitable words of advice given.
19/2/13 – minor injury RTC – car with a tractor near the Star Inn at Llansoy.
26/2/13 – one non injury ,vehicle RTC where a vehicle had slipped down an embankment on the Raglan Road from Llansoy. Two vehicles had tried to pass one another on a narrow stretch of road.
26/2/13 – reporting a female driver in a grey/silver small Honda car driving in an erratic manner and hitting a wing mirror off a oncoming vehicle on the B4293 Star Hill area.
07/3/13 - Report of a car alarm going off at a property in Llangwm, all in order when checked.
